now be submitted to him by the Governor for approval. (In our telegram No.600 we asked that we should be kept informed of any major new commitments in order that Treasury might be consulted before any substantial expenditure is incurred.)

If any expenditure is not covered by the above assumptions we should wish to be informed before any payments are made and that, in the meantime,

expenditure should be confined to the items to which the above assumptions do apply.
